By the distributor there should be some green paint. This can be washed off if it was ever tanked though.
In between the dizzy and the vtec solenoid it will say 30 but that just means its from the newer casting as in OBDII cars.
The date on the exhaust side of the head in the 4 circles the one closest to the vtec sol. should be 97 or higher and can go all the way up until 07 because they have to keep making parts for cars up until 10 years after the last production year.
Otherwise you will have to look at the combustion chambers and the intake ports to see the hand porting job from the factory.
Other than that there are no surefire ways to tell.
Also the lost motion assembly's are different but that is mainly from the older B-series heads.

The bad thing is for 100.00 you can pick up some ITR valvesprings. They aren't that much if you look around.
So that doesn't hold much ground.
Green paint could be applied by anyone as well.
The best way to tell is by the hand port job on the intake ports of the head which would be hard.
Otherwise if the head has been ported but than a B16 head that has been ported is equal or better than a bone stock ITR head.
The combustion chambers are also cleaned up by the factory.
All B16/R heads say PR3-x that doesn't mean squat. Just casting numbers.
