how to pass inspection obd2 car with obd1 stepdown harness in b16
Ok so I have a 97 with a b16 swap the motor is OBD II but is running on a stepdown harness to a OBD I P28 ecu. Is there any way to get this to pass nj inspection? Also I've been told if I get a OBD II ecu and get rid of the stepdown / jumper harness andi have no cel lights it wont pass because the vins will not match. the one on the registration won't match the ecu and I'm **** out of luck.
Thanks for any input / advice anyone can give

to pass an emissions inspection, you will need an obd2 ecu, and no active cel's. there is no vin on the ecu, and i dont think it matters if the motor in your car now, doesnt match the vin on the car.
