Yah, it's hard.
Remove all the screws in the dust cover for the brake rotor, then take a pait of tin snips and cut it at the thinest point. Remove.
You'll see there's a VERY small recess in the hub at the 6:00 (bottom) position. Rotate the broken lug so it's in the 6:00 position and bang it out with a hammer. The tough part is getting the new lug in since it's presumabley much longer than the broken one. Do your best to pass it through the hole without damaging the threads. I "pulled" mine onto position by stakcing some washers over the new lug and tightening a crappy old lugnut against the washers. This will seat the splines on the stud into the hub. Put it back together.
Hand tools only on wheels dude. I worked at BBS for 2 years and "Impact gun" was a 4 letter word around the shop.
