I believe it is a 12mm bolt....and yes it is under the console right behind the e-brake

wait... is there two bolts i need to tighten because Ricey McRicerton says that its right behind my shifter and then R33CIVIC says its behind the e-brake?

Ricey McRicerton meant, take off your armrest console and behind your e-brake lever, there is two lines with a nut on it(he meant it is under your console, the second section that is behind the shifter). it is a 12mm bolt, just tighten it up to your satisfaction. It is basically self-explanitory like someone said earlier. If you still can't find what needs to be tightened send me a PM.

Are you talking about tightenig up ebrake handle because it came loose or are you trying to go for the stiff ebrake feel? If your trying to get that stiff ebrake feel then I don't recommend that you adjust it by the console becuase it'll create a false sense that the rear brakes are properly adjusted. Only adjust it if something is loose.
On Honda Civic's with rear drum brakes there is a starwheel that you can adjust (Located behind the brake drum, there should be a rubber cap that you can remove). This adjustment pushes the brake linings out or in, pushing it out makes the brake linings push on the brake drum (this creates that stiff ebrake feel). You'd normally want to adjust the brake lining out until there is friction when you spin the brake drum, it should spin about 180 degrees then stop using hands only. This will create that stiff ebrake feel and you will notice an improvement in brake as well (adjusting the rear brakes can improve the whole braking system, if done correctly).

can you get to that little star from behind the drum? like from the suspension side? I think thats why my brakes suck then, i always just adjusted them till i could just get the drum to slip on...wow, if i can adjust that from behind, i might have good brakes!! woot

Yes with drum brake-equipped cars, adjust the drag on the drum before you adjust the cable in the centre console. You can probably adjust it from the inboard side but if you have the time, remove the wheel and drum and adjust it that way. Pull the drum off, adjust star wheel, put drum back on and try to spin. You should only get about 1/2 a turn out of it before the drag slows it to a stop. 8-11 clicks at the parking brake handle is spec.
