Default How do I smog my car?!

Alright, basically I know my car won't smog at it's current status.
I have to CEL codes (23 and 41, knock sensor and O2 sensor heater).
I'm also told that I need a new ECU, because my ECU is Canadian and my engine is JDM, and I live in California.
So, after I fix all of that, where do I go? People tell me I need to get my car BAR Refereed or something. Is that the same thing as getting a smog job done? can I just take my car to a "Smog'n Go" and be done with it if it passes?

Also, does anyone know of a website that I can lookup the VIN on my engine to see if it's stolen?

Thanks for your help!

4 times out of 5 ( according to Import tuner) a JDM engine in a civic will FAIL smog, even when NEW OEM cat is used, in the state of Cali. Whole article on it.

My advice, Run an ECU from a low end honda motor, like the D15B8, which has 8-valves, and a 6200 limiter, runs lean as hell. That might just be what you need to pass smog, your car will run so slow, but only because its the economy computer.

Im assuming you have an OBD1 car.

Yeah, it's OBD1.
The ECU is a P30-000 (which from my understanding is from Canada).
Do any of you guys know what I can do to get rid of these CEL codes?
I have a bad ground on my motor somewhere, it's a ground wire that is supposed to be bolted to the transmission, but it's not connected. Could that be causing any of my error codes?

Edit, it's a B16A2 (JDM) in a 1992 Civic Hatchback VX.
