I think he means how to make them match, you make a template for one side using fixed areas on the fenders, then flip it for the other side

In all seriousness, if you use a dremel and have rough edges (which I generally do), a fine metal file can help clean it up alot.

right but he somehow misquoted me, I was just answering the question, I guess for the original poster cutting into the sheet metal of his car can be intimidating, which is understandable

I was saying that for EITHER instance, what to use to do the cutting, or how to make sure it's symmetrical via a template, a quick browse of the FAQs or even a Google search would have given him the answer PRIOR to posting.

Drilling holes in sheetmetal use a drill bit called uni-bit. It is a stepped bit, works great for sheet metal and plastics. It is available in 3 different sizes. steps are usually in 1/16 or 1/8" increments.

one of the greatest inventions ever made, I have about 6 of them in different sizes, don't buy the chinese cheap ones, they dull quick, and are a waste of money, spend the bucks and get a quality set, once you get some, you won't know how you managed without them

The links above will get you going. I just used a heavy duty cut-off wheel on my dremel. The trick is to use painter's tape over the section you want to cut and draw the template on it...it's a lot easier to keep the blade from walking that way.

I would suggest if you want it to look proper measure the fender and get your template correct so it looks quality!! Thats just me though!.

you do one side and put it where you want, then use the hole and a couple of fixed points on the car to make a template, flip it over on the opposite side, line it up and the second one will be identical to the first, when you make the template, drill a pilot hole first in the first side, this is easier to line up, get both pilot holes drilled identical then the rest is easy, also if you drill a small pilot hole, if you mess up you can still fix it without messing up the fender
