The CEL needs to be functional.

They check the CEL upon start of the car, it needs to come on and turn off in order to show it works.

That is usually an easy code to fix, often for zero dollars.

The code is for the VTEC pressure switch. First consider does the engine even have VTEC, or do you have a mis-matched situation of VTEC ECU on a non-VTEC car? If there is a VTEC solenoid and pressure switch, make sure it is plugged in.

Check whether your engine oil is low, and clean the screen in the VTEC solenoid gasket.

its a d16z6 vtec and it is plugged it the whole solenoid is brand new, so maybe a connector problem?? Like the grey plug green plug?

Did you also replace the oil filter?

How To: Run a JDM Vtec Solenoid on a USDM ECU | ClubCivic.com - Your Online Civic Community

This will allow you to bypass the vtec oil pressure switch to get rid of the CEL. However the switch itself may be bad or you may have a larger underlying issue with oil pressure which is big problem.

god forbid but say it is an oil pressure problem, how can this be fixed?

A good cleaning (the likely issue would be a blockage somewhere) a new pump and switching oil thickness to a viscosity that restores proper pressure.

Majority of the time though its always the simple things that cause issues. In other words my money would be on a wiring/pressure switch issue.

how does one give it a good cleaning? And which pump exactly is the one you speak of?

I feel like it could be wiring as well, and the solenoid is brand new so it cant be the pressure switch if its brand new, so maybe the other green switch that plugs into the pressure switch along with wiring?

This is a simple easy vid on how to clean it and put new gaskets on, also shows how to test the solenoid itself.
