Its typically done by use of a chipped (or aftermarket, such as Hondata) ECU, a laptop tuning program (or Controller such as VAFC) and connection cable.
Being that you had to ask how its done, i would highly suggest you do not try this on your own. Theres an artform behind tuning a motor, which is the reason there are tuning shops all around the country. Experimenting on your own may seem like an a cool thing, but if you really arent aware of what you are doing, its a great way to blow your motor. If i were you, i would contact companies such as hondata and talk to some of their technicians, and see what advice that they have for you before you start going at it with your own car. There are sources such as handbooks that have further knowledge education into the subject.

I've looked through the Hondata S300 program (but haven't tried it) and it seems pretty simple to use.
I think you can just street tune with that and a laptop but <U>do not quote me</U>.

its actually really simple to use,but there is somewhat of an artform to tuning,you have to know how to correct fuel and ignition curves to compensate for a/f ratio and detonation

I should know in a few months how bad it really is...
I will be doing my own tuning with Neptune RTP. I'll post results. Hopefully not with pics of a blown motor..
