Default honda guru needed

okay so my problem with my car is:

1) check engine light on for secondary O2 sensor

2) wouldnt let me rev past 4K RPM's for a couple days , now I can for some reason

3) when I am driving and hold it steady at a particualar RPM (usually between 2K- 4K) it feels like I am pushing down on the gas and letting off repeatedly . kind of like in a rocking motion, the rpm's dont fluctuate just the rocking motion.

I know the secondary oxygen sensor being bad will not cause this so what could?

its a 2000 civic hx.

cat. 9 times out of 10 the secondary o2 is there to tell you if your cat is in workin condition. by what you are saying it should be the cat.

yeah I understand that the secondary O2 sensor is to tell you if you cat is efficiently working or not but since my cat is only about 4 months old and the code is for low voltage leads me to believe it is a faulty sensor, even if it was a bad cat or wire this still would not cause my problems I have been having.

thx
