Ecu issues
I have a 00 civic with a jdm b18c with gsr trans, no marking on ecu, and absolutely no communication through obd port with fox well 510 elite programmed for Honda. How can this be fixed, and how to find what ecu was installed on car.???

Picture of the inside of the ECU may help. Open the lid.
Also looks like someone got halfway done removing the AC and PS and then bailed...

Re: Ecu issues
And the plugs in the ECU look to be OBD1 plugs and that looks to be like an OBD2 to OBD1 conversion harness, possibly home made. OBD1 will not read on a scanner.

Re: Ecu issues
IMO there is nothing to fix, that's better than having an OEM obd2 ecu that isn't meant for that motor just so you can hook up a scan tool. The obd1 ECU is hopefully tuned. You can pull codes without a scan tool using the service jumper. Easy Google search. I would never buy a scan tool for obd1 Hondas.
Unless you are dealing with emissions restrictions...it's fine.

Re: Ecu issues
The average Joe isn't usually going to have a 1500 dollar scanner laying around with the Honda Adapter to go with it. There is another cheaper option Hondash if I recall. Just not sure how far they got with the project.
