High Idle Problems

High Idle Problems
I have a 92 cx hatch with an lsvtec motor. I have had the car parked all winter and all i have done motorwise is throw on a Brand new spoon throttle body. The throttle cable is fairly new and was purchased last year during the install of the motor.
Last year before the throttle body swap the car idled like a baby.,
Heres the problem. I have taken the car out 3 days in a row with the new TB and for the first 2 and a half days it idled perfect. Now on the way home of the last day my idle when i stop and let out the clutch is between 1500-2000rpms. My first thought was to pull the pedal back to see if it pulled the idle back down. It worked. It seems the gas pedal is not coming down all the way. Now i have searched this problem and came up with a few things but with the cable being pretty new and the tb being brand new here are my questions..
With it sitting over winter is there anything in the pedal assembly that could maybe start sticking?
Could the throttle cable be a tad to tight. When I let off the clutch the idle moves around a little like its trying to find and idle spot. Sometimes it lowers to 1300 and then starts to climb?
Could the plate or spring the cable hooks up to need to be lubed with bought new?
