High Idle problem

High Idle problem
Hi i am new to this forum. Just recently took a d16z6 and swapped it into my 98 honda dx with a t3 turbonetics 50 trim. which had a d16y7. Bought a p28 phearable ecu that was tuned and mapped. and a ob2a to obd1 conversion harness. Everything went smoothly and got everything bolted in and rewired dizzy and converted to 2 wire iacv. Only problem is that it constantly idles at 2000rpm. At first start up it will go straight to 2000 then drop to 900 or so then bounce right up to 2000 and stay there the whole time. I have a z6 intake manifold with the 2 wire iacv on the back but i have my stock y7 throttle body on it with the 3 wire iacv on the bottom of it just sitting there still. Would the difference in throttle bodies be the problem. or maybe i hooked the coolant hoses up incorrectly. I have checked for vacuum leaks and have ruled that out along with throttle cable keeping the plate slightly open. any help would be appreciated. cuz everything else runs fine and the turbo spools beautifully its just a royal pain being at a red light and having your car sit at 2000rpm.

I can check that by blocking off the lower hole on the left inside the tb right and if idle goea down to normal thatll be my problem? in which case i should just buy a y8 or z6 tb?
