Default High Idle from cool engine

First and perhaps most importantly I have searched. Most topics I find are about weird idles after swapping engine or IM such as the Skunk 2.

Setup: 99 ej6, i/h/e

This problem has been occuring for a while now. When I first start my car after it has been sitting for anywhere from 3 hours and up (usually when the car is cool, especially when I first start it up in the morning), my initial idle is slightly below 2k, but above 1500. It stays like that for a while. Usually by the time I maneuver out of my apartment complex and onto the street the idle will be down around normal 700 - 800. Can anyone think of any reasons why this is happening? Does my car just need to warm up?? TIA

Edit: I've replaced an O2 sensor after cel recently an no change in initial idle.

It's normal, just the motor warming up.
