high idle

high idle
what are the possible reasons for a high idle? ~2k on cold, within 30 seconds goes up to 3, stays up there.
background info:
- GSR swap in EK, throttle cable good
- Open header
- O2 sensor isn't plugged in
- I'm not throwing any CEL
- When I cover hole in the throttle body for the TPS sensor, the idle lowers a little bit
- When I give it a little gas it'll drop do like 1.5K then go back up to ~3K.
This is the only thing stopping the car from being 100% and I don't know what it could be a this point. Thanks for your responses.

buy a vacuum gauge, check every line there is. When you say you cover the hole to the tps sensor, you mean the biggest hole in the throttle body right? I beleive that goes to your FITV or whatever. The one that sits under the throttle body. You may wanna check that too.
