Yes, it will quiet it down. A stock cat has baffling (the stuff used to catch the bad ****), which will quiet the tone down.

if you have a high flow cat, its likely a resonator and quiets down the noise already
if you have a test pipe, then a real cat will help a small bit

that all has to do mainly do with your muffler

what would even be twice as good:
get a real resonator put on between your muffler and cat location

The longer the muffler, the quieter the exhaust. I don't know if you're willing to hack up your exhaust but you could replace it with a long magnaflow oval. If I remember correctly, there's clearance for about an 18 inch muffler on a 92-95 Civic.

I have a DC header, Magnaflow high flow cat, 2.25 ID crush bent piping, the longest muffler that will fit and I'm going to replace all of my straight piping with 2 Magnaflow resonators. That and the turbo charger are going to make it probably as quiet as stock.

definitely will quiet it down if you have a stock cat, but theres going to be backpressure, which will reduce hp. but its not a lot. that seems like the only option to do...to keep from 5-0...sticking back your stock cat on.
