I was wondering if it's ok to be constantly driving around with the high beams on
in my 93 Civic HB?
By doing so, will it melt the wiring in the car or blow anything?
Is it perfectly safe to do this

The lighting is so poor and I usually put them on for more visibility on the roads.

Make sure your headlamps are aimed correctly first. Don't go around blinding everyone that comes at you! If there bad after aiming, get some new bulbs.
