Pass what inspection? Need more info.
I would recommend most all brand name HID kits, besides Belux, installed ten, nine of them needed to be replaced...

What I DO have experience with is HID projector lights on an EH2. The low beam and the high beam are separate bulbs. The HID's go in the low beam, and the high beam remains the stock halogen bulb.

There are projectors for the EK chassis family. They aren't street legal, but they are out there.

I have a set from a 2002 Acura TL on my 1993 Si. I think the best bet is to go to a gas station where you can pay someone to pass you....thats what I do
Otherwise you can take them out and put in the factory bulbs. Its a bit of a pain but doesn't take THAT long.

thats super ghey, nc sucks at times but luckily cops around here dont really care how loud your car is, a friend of mine runs his crx without a muffler and i ran my itr with dc jdm, test pipe(put on after emissions, as well as the header) and tanabe RM

the setup i've got, uses h1 bulbs. i keep the h3 high beams and my low beams will be HID h1's. now if i could only figure out where i want the ballasts... i'd install it already

Driver's side - mounted to lateral side of windshield washer bottle (but of course, can't drill into it - it'll have to be an adhesive mount)
Passenger side - mounted to bumper support in the place where the resonator used to be (and probably where you now have a filter).
