Check all of the connections, make sure they are connected tightly and securely, then let us know if your ballasts arent getting any power.

He means put stock HIDs from another car into your headlights. It looks better and doesn't blind on coming drivers. HID kits = illegal.

You seem to be quite misinformed.

Equipping a vehicle with aftermarket HIDs is illegal. No way around it. Even retrofitting "stock" HIDs from other vehicles into a non-HID equipped vehicle is illegal. You're not as likely to be hassled for having a retrofit, because you have a proper cut-off and aren't flare-blinding the entire road.

PnP HID kits are garbage, plain and simple. They have improper aiming, little to no cutoff, and the colors most people choose are not conducive to good visibility.

Invest in some decent H4 bulbs for your civic instead of a piece-of-trash HID kit. More light does not mean more visibility. Check the links in my sig to see a review of the Philips X-Treme Power H4 bulbs, and also the lighting FAQ to learn a little more on a subject you know very little about.
