Hesitation on throttle tip in...??

Hesitation on throttle tip in...??
ANy ideas where to check foirst. There is a slight bog/hesitation on tip in.. Motor is stock.
New plugs, new wires, cap, rotor, coil, plug wires, timing is set to stock. No codes?? Any ideas????
What happens is when you a driving, in any gear and under 4000 rpms when you push the gas there is a slight hesitatoin.... Any ideas??

ok, let me help the post.
The car is a 92 DX with 130k on it. Motor is stock h22. New plugs, plug wires, cap,rotor, coil, ignitor. Timing is stock. Cam gears line up.
Car studders/hesitates on tip in throttle in pretty much any gear or rpm.. it does it sometimes and not others... any help now?

Ok, again... here is something else. The hesitation DOES NOT happen with the stock Civic ecu. Just the H22 ecu......

It happens to me also in a 97 dx (bolt on dx with stock ecu and y8 intake mani), but every couple days I get the code for running rich (45). Id also like to know where to check...Ive got new plugs, wires, fuel filter and Primary 02. Somebody help up out please!!!
