Do it RIGHT the first time. I believe there is a Free downloadable Honda manual for 96-00 civics somewhere on this site.. I recommend searching. Just consider future plans with your car and when a torque wrench will be needed (Changing rims.. ect).

Do you need a torque wrench? Yes, you need it most cases. And probably in all cases involving your engine.
Where to get specs? As the other's have said, just try searching around online. There are many free downloadable manuals with torque specs.
