Default Help on passing emission inspection, 1999 DX w/ LS-VTEC

Car: 1999 Honda Civic Hatchback DX (OBD2b D16y7 originally)

Engine: 12:1 LS-VTEC with Crower 402-A2 cams, 440cc DSM injectors, test pipe, OBD1 P28 chipped and dyno tuned)


North Carolina (where I live) requires me to pass a safety inspection and emission testing each year. Last year (the year I did the swap) the DMV just gave me a new registration, with NO inspection required for some reason...can't count on slipping through the cracks again like that, so I need to figure out a way to pass inspection, by hook or crook.


Option 1:
Find "a guy", pay "a guy" to pass me. As far as I can tell, any inspection station REQUIRES the OBD2 port to be working and able to connect in order to update the inspection status at the DMV, something that an OBD1 swapped OBD2 car will not do.


Option 2:
Get a different, stock OBD2 Civic that they can plug in and then *oops* enter the wrong VIN so that it updates the DMV for my modified car, not the stock one. I don't really want to buy another car just to get this one to pass, seems kinda ridiculous. Although I do have a guy who will do that for me, I think.


Option 3:
Replace the OBD1 p28 with an OBD2 P2T (EM1 ECU), the cams with stock B16 cams, replace injectors with stock 240cc's, connect a second o2 sensor but leave it out of the exhaust, (unless I wanted to buy a cat to replace the test pipe, which I don't) drive it for a while (which I'm scared to do with high compression on a stock ECU) until the tests are done, all the while praying to the car gods that nothing sets off the CEL (which of course something ******* will).


Option 4:
Something I haven't thought of yet. How do y'all swapped+modified internals cars pass emissions and the OBD scanner tests? Do you just put everything back to stock each year? Seems like a lot of work, and I'll do it if I have to, but if there is an easier/cheaper option, I'm all ears.
