Default help only 3.5 v

i need some serious help here. i have a poormans type r in my 2000 hatch, cx harness, obd2b to obd1 jumper harness. car act like it takes throttle backwards, it is not driveable and reference voltage at the back of the ecu is only 3.5v. what would cause this? i have two p28 ecu's one is virgin and the other is chipped by phearable.net. car idels fine, but as soon as you give it gas it either dies or it has to be pumped to even rev it up a bit. if u give it full throttle it slowly just bogs and dies. i ahve checked all the grounds and cleaned them. the tps has been changed recently and varies up fine all the way to the 3.5v refernce, so im confident it lies in the wiring somewhere. it acts like this with both ecu's. car ran last year with same harness but s300 on a boosted motor, the battery has had a charger on it while on testing is taking place to assure good voltage. the jumper has caused problems before but i pinned the actual ecu to check reference voltage. this car is kickin my ***. any recomendations, things to look at, i saw someone had a similar problem but no final answer on his post any help would be appreciated. thank-you
