I dont think any company makes the obd1-obd2 conversion harness...for that price you might as well have your p28 chipped and upload a stock type R basemap. only difference will be that you'll have the ability to tune in the future and no knock sensor is read through that ecu

There are companies that make them, but why would you do that...?
Use your OBD1 harness thats on your D15 right now. Extend any wires you need to make it all fit correctly, and use an OBD1 distributor (or modify yours) and chip your P28.

Dude let me help you from my own personal experience.
Your swap will be 100% easy if you listen to me provided your current D15B VTEC is wired correctly in terms of VTEC working.
1. KEEP the ITR engine harness! It plugs into your Civic's chassis harness at each shock tower and this allows you to keep the ITR injectors, distributor, etc.
At most you might have to wire up the VTEC wires from your shock tower harnesses through the firewall and into the ECU plugs if your VTEC is currently straight wired from the sensors on your D15B VTEC.
2. KEEP your P28 and have it reprogrammed to run the B18C5.
I currently have mine on Uberdata and it was tuned locally, but if you have nobody locally that does Uberdata or Crome then contact Kenji Plennert at kenji211@tampabay.rr.com and have him chip your P28 to ITR specs. Mine ran stellar with his off-the-shelf P28 program and honestly I didn't gain much more from Uberdata tuning except for the cool drag launch and check engine shift light features.
Lastly ditch the idea of using the OBD2 ITR ECU. It will need an extra o2 sensor, CKF sensor wired up, they throw bullshit check engine codes that OBD1 doesn't, and worst of all, it won't have as much whp/torque as a good rechipped P28.
Do you have any other specific questions regarding this swap?
