No the check engine light does not come on. It surges in between 2000 and 3000 rpm. I was told it was the distributor because when you put a load on the engine, such as turning on the A/C or normal driving the idle is brought back down to normal.

Check your idle adjustment screw. Also, try putting your foot behind your gas pedal and pulling it towards you. This is what was causing my surgeing idle, and it corrected it.

actually come to think of it my accelrator pedal is very loose. I took the car to honda the other day and they said that the distributor was an obd 1 distributor, and thus wasn't running correctly because of my engines obd 2 set up. Honda suggested converting my entire car over to obd 2. and that is not happening. A mechcanic at my work says that you can just splice the wires of the orignal distributor for D16Y8 and replace the connectors with obd 1 plugs and it should run fine, but I never heard of anybody doing that.

I would suggest converting your car to OBD1, a lot less sensors. Thus a lot less codes that you could get. Check your throttle cable, make sure it's nice and firm.

So I need the throttle cable for the '93 Si then? any ideas on the distributor? I would really like to know before i let The mechanic do it and screw up my car.
