I really hope by no budget that you mean you don't care how much you spend. in which case get a B18 and boost it and be done with it. don't bother with D series if you have money.
but on the other hand if you mean you have no money to do this with, then you should not even be close to thinking about a turbo....or really any car tuning in general.

Re: help me boost my d15
Why put the time and effort into a boosted mini me or boosted d16 vtec when you can just boost what you have in your car? Not trying to be a dick, but it seems like you dont really know too much (not saying that I know everything about cars I surely dont) about what your talking about. First saying you dont have a budget, then dropping lol's and asking not to be mean followed up with completely changing topics to a b series when the original question was asking about boosting d series.
Honestly, id say read up on how to boost the car all yourself (that way when it breaks you know how to fix it) and boost what you have now. You can do it for relatively cheap and save up for a build boosted b series on the side. This way if you blow up the d series you can be good to go with the b series. You get the best of both worlds too.
Read homemadeturbo.com. Theres a bunch of turbo single cams most of which teach you HOW NOT to turbo your car. Sometimes thats the best way to start.
