^good idear.
Try unplugging the iacv while the car is running and see the idle calms down to normal. Even if you cleaned it it may still be malfunctioning. Also you may need to replace the "8" shaped seal between the iac and intake manifold.

Have you recently taken the throttle cable off for any reason? If you put it under or below a tube that it should be going above/under, then that could cause problems, especially if that tube is a coolant tube that it being pushed up or down when it shouldn't be.
Have you checked for vacuum leaks?
This should be the LAST THING YOU DO: check the idle adjustment. I had this problem on my old 2000 CR-V (B20Z2) and it was the idle adjustment screw. I changed the Throttle Body gasket, cleaned the TB, changed the distributor cap, spark plug wires, distributor rotor, and even clean the Idle Air Control Valve. Then I gave up and took it to a Honda specialist. He called me 2 hours later and told me it was the idle adjustment. What happened was the first guy I took it to cleaned the TB and messed with the idle adjustment: it was all the way in!
What happened is that the idle adjustment was out of whack and letting too much air in, making the idle surge up past 1200rpm. The ECU would try to compensate for it (thinking that the car is decelerating and turns off the fuel injectors above 1200rpm), realize it's not decelerating, recompensate by turning the injectors back on, and then VOILA! You have an idle from hell. I would take it to a Honda specialist or get a good manual (preferable Chiltons if you can find it) and get the idle adjustment to spec.
If you have the patience, here's a really good lecture about the subject:
