Default Help eg civic si swap problems

Hello, first I'm totally new at swaps and I've been out of hondas for awhile. I just bought a 93 ex with a 99-00 B16a2 and trans in it. Anyways the guy that had it before me didn't know much about hondas either. He hydrolocked the previous B16 and put in another one. I bought the car, it had a vaccum hose missing off a purge solenoid. I couldn't see where it would have went, who knows if its original or to the b16. Anyways I capped it and it didn't change anything. It has a few issues:

1. Idles at about 1400 rpm. I disconnected the IACV and it idles fine at about 700. I pulled the ecu fuses for 20 minutes reconnected everything and restarted. It idled at 700 for about 2 seconds and it bumped up to 1400 again (at operating temp).

2. It runs strong low and in the midrange but above 5000 it starts to go flat and falls on its face. Also the Vtec change is not audible.

3. runs super rich spitting carbon and black trash just when idling

Before I go further The dash had a hole where an Apexi VAFC went. I also found the bracket for it and manual in the trunk. The wiring harness for the ecu is spliced for the VAFC and the wiring harness is still attached. I was wondering if simply the harness being there without the afc being there would cause these issues?

That being said I think the direction I need to go is return the ecu wiring to stock and check the timing. Any other suggestions? The ecu is a chipped and socketed p28 I visually inspected it.

Edit: no cel

Sounds pretty screwed up. If it were my car, I would start looking into getting a replacement ecu. A virgin one. Then I would rip out that harness and fix that back to stock. Just me though. Sounds like it was turbo'd before you had it

X2. The extra wiring could cause problems if they were shorting out, or if the factory wires he spliced into were damaged. I'd cut them out and fix any problems I found. If not a replacement ecu, at the very least install a new chip with a bone stock B16 basemap on it.

The IACV and FITV may need cleaning/adjustment/replacement, along with a bunch of other things. But, it's pointless to chase problems until you know the ECU is right and the wiring is good.

Yeah I would:

-find a good known working ECU
-solder all the wiring back to stock
-clean FITV and IACV
-do a full tune up if it looks like it hasn't been done

Thanks for the suggestions guys, There no evidence of it being turboed in the past. Im going to repair the ecu harness tomorrow. Ill see what it does after that but im suspecting IACV for the idle. Forgot to look if it has a FITV but its a 99-00 motor I dont think they have them. Ill let you guys know how I make out. I have a friend that can datalog hes going to look at it saturday after I get it back together.
