Hydro. or cable? If hydro. then it's prolly you clutch master cylinder that is leaking or it's the slave cylinder. Check those two for leaks and air in the lines. Have you done anything to it in the last little while (swap, mods, etc.)? We need a little more information.

Well, it's hydro. then, so go check the master cylinder and slave cylinder for leaks, low clutch fluid, and just take a general good look. The master cylinder likes to leak from the inside and down the firewall.

Que le ****? What the hell does checking the brakes have anything to do with no tension on the clutch pedal? BTW, it's "brakes" not "breaks".

Everything on 1992+ Honda Civics are hydraulic.
Check for any air in the clutch system. Bleed the air out.
Get a friend when you do this:
Crack open the slave cylinder bleeder screw.
Push down clutch pedal all the way down.
Close bleeder screw.
Let go of clutch pedal.
Repeat if necessary.
Also, check the clutch master cylinder INSIDE your car where the pedal is. You'll see a linkage go through a rubber "grommet" type of mount. If you see any build-up of oil there, it's your clutch master cylinder.
You can also look for any leaks on any fittings going from the master cylinder to the slave cylinder.
