Default HELP! Car used to bog, now no start @ all.

Hi, i have a delsol b16a3... for a while, on an occasional basis, the car would bog down really hard. Recently I garaged the car, started it around every 2 weeks, and the last 2 times it has had one very rough idle and when i reved it a tad bit it would move up the RPMs really rough. The car was near out of gas, so this monring i poured gas in it and decided to start it, and it just would not want to turn. doesnt even show any rpm's jumpin when trying to crank it, ecept itd jump 200 rpms about every 3 seconds of cranking. Someone told me my fuel pump might have burned up starting it the other times without gas, along with the bogging before. Could this be my problem? Any ways to check? What other suggestions do you have according to my problem?

Thanks in advance

o yeah, i changed the rotor around the time that the bogging started when the sol was parked, along with the cap... i still get spark, unkown if its @ the right time, could changing the rotor knock off timing a little bit? because it looked like the rotor was key'd in so it could only go in how it went out...????
