HELP with California SMOG check

HELP with California SMOG check *Scan Attatched*
I just bought a 1994 Del Sol DOHC VTEC.
The car is completely stock and has 182K miles.
The car failed the Emissions part of the smog check today.
Here are the details for the sections I failed in:
At 15MPH the max allowed HC (PPM) is 92 and my score was 120.
At 15MPH the max allowed NO (PPM) is 716 and my score was 939.
At 25MPH the max allowed HC (PPM) is 57 and my score was 69.
Any ideas on how to get below the maximums?
Think a full tune-up and a Catco catalytic converter from Ebay will do the trick or is my engine shot?
The car does idle fine and it runs great. My timing is also to spec.
Thanks in advance for any advice or thoughts.

Also list what you have done. What you have replaced recently.
EDIT: Cat look's good from the O2 reading so I would go with a tune-up and a o2 sensor.
You are real close to either of my shops I'm in San Ramon right now and the other shop is on Stanley and California in Pleasanton. Did he give you a retest price? Anyway that is what I would do.

I just bought the car and have not done anything to it prior to the smog check.
I'll give it a tune-up, seafoam it, and replace the O2 sensor.
The test only station charges $30 for a retake only once.

Make sure ur not using some crap brand hella cheap gas, try using shell, also do a oil change with the engine restore 4 cylinder formula. It made my moms car pass clean

Think I really need to replace the CAT? Or you think I can pass with a tune-up, Seafoam treatment, then a new O2 sensor?

So I did the following and failed the check again.
- 3/4 of a can of Seafoam done 1/4 of a can at a time. (Now I burn Oil when I hit VTEC)
- Oil Change
- New Plugs and Wires
- New cap and rotor
- New air filter
- Used O2 sensor off my other del sol that just passed smog
So after all that I dropped my NO reading by 140 but that was it.
I guess its time to try a new CAT.
I'm sure glad I decided to do the Seafoam treatment through the intake manifold and dry out my engine!

seafoam will for sure clean your engine(carbon built up) which will lower NOx, and can raise HC/CO, cause the carbon that seals cracks are clean up. What's your new reading like?? Yes I would say bad cat.
