Help! 93 Civic - one fuel injector won't pulse

Default Help! 93 Civic - one fuel injector won't pulse
I have a 93 civic an injector #1 will not pulse with fuel rail bolted down, take the rail loose zip tie injectors In tight all pulse.. I've even swapped out injectors an still the same outcome...

Bad wire - either power or ground. A multimeter will solve your mystery.
