Default Help! 1997 Civic speedometer freaking out & causing car not to shift right.

I have a 1997 Honda Civic DX and the speedometer sometimes freaks out and jumps all over the place either right when I start it up in the morning, or sometimes after I am stopped at a light or stop sign and just starting to speed up again. It will spin all over the place, and my tranny wont shift while its doing it. Speedometer sensor and gauge cluster replaced by my mechanic, and I picked the car up today... and ITS STILL DOING IT. I already had to pull over once today because the speedometer starting flipping from 20 to 40 to 120 and it starting whigging out and wouldnt shift into second gear. Any ideas on what else could be the cause??? Lights on the dash (gauge lights) will also flicker from dim to brighter, but only while the speedometer is doing its weird thing. Car also going into what I believe is overdrive when the speedo messes up. please help!

Any CEL codes? Is 7.5A dash fuse 15 blown? If so, read the Fuse 15 TSB in the FAQs sticky.
