I'm pretty sure that the bulb has 2 filaments. One for when the headlights come on and the second for blinker/emergency. Maybe one of them fried when you touched the wires?
Check the bulb again? Or just buy a new one, it's only a few bucks. I know in my mom's van the daytime corner bulbs came on but when she went to use her turn signals, it didn't work.

Just curious but what was it? Just for future reference/knowledge if anyone else has this problem to recommend a solution or know how to fix it if it happens to one of my cars.

This sounds like a problem I had a few years ago when I was wiring up my city lights. It turns out it was the 'Back up light' fuse, I don't think it was called that exactly; but something like that.
