Well, not all the way hot, but it stil blows very warm air when switched to COLD. Even if it's 40 degrees outside. It's just not closing the HOT vent all the way. I'm going to rip it apart and check the rods, etc.
Where do I start?
Do I go in through the controls (Pull the radio/Climate Controls)
Or do I go in from underneath the dash.
This is a 94 Civic.

check to make sure the cables arent loose. when i reinstalled my climate control after changing the bulbs i didnt clip the cable in right and it wouldnt stay on cold.

i have the perfect idea. turn the vents off and roll down a window and drive to someone who knows that they are doing. short of that good luck if you haven't taken your dash apart before.

Ok this happened to me in my camaro so i don't know if it's the same. This also happened in my moms celica and it was the same thing. In both of these cars the heat was controlled by a vacuum valve under the hood. There could be a vacuum leak. Check all of your vacuum connections under the hood, make sure they're hooked up. Next check for cracked vacuum lines. The next step would be to locate that valve, check a manual, and test to see if you are getting vacuum. There is a specific tool that has a nuematic pump on it that is designed to check vacuum. Unfortunately i don't know what it's called. My dad has one i can ask him and get back to you. But definetly check for vacuum leaks. Also since both the camaro and the celica lost vacuum, the valves could be switched over manually, the camaro's switch was under the hood, the celica's switch was under the dash. Once again get a manual and good luck.

I don't think these are vacumm controlled, though on most cars it is. Usually the lever is hard to push since you are opening/closing a flapper. I bet yours came off...they do that a lot. Take out the climate control and put the cable back on.

There's a lever attached to a wire loop where your heater hoses go into the firewall. You can manually move that back and forth, give it a little grease and hope that it fixes the problem. It happened to me before, only it was stuck on cold

I really just wanted to know if it would be best to start looking from behind the climate controls, or under the dash. I have no need to take it to a shop and get reamed, thank you. I think if I can swap out motors and build custom turbo kits I can handle this one.
The lever works, it just doesn't go all the way cold. Just wanted advice. Consider this problem solved.

yeah lok in the engine bay behind the motor to make sure tha cable is secured in place if it is flopping around it woun't have enought tention to close the valve all the way

also you could put the wire off the vlave and make sure you can manualy cloes it all the way.

Ya, i replaced dash bulbs and mine's stuck on hot too. it won't even close manually with the cable detached! ughhh, maybe i can reach it through the engine bay? I don't want to apply too much force and snap the lever...its plastic and wobles only halfway. any ideas?

Have you tried closing it at the firewall as suggested above? Also I had this problem in an integra once, while probably not the same for most people, it turns out when the PO took the car to an audioshop they cable tied some speaker wire to the air mix cable and it wasn't letting the cable move freely, relocated the speaker wire and the climate control worked again.
