Headlights bright then dim. ELD or "loose" regulator???

Try cleaning the ground wires. The connection from the wire to the frame can sometimes become corroded. This corrosion prevents the electrical current from completing the circuit. When troubleshooting an electrical problem the first place to look is these grounding locations. A bad ground can be cleaned with baking soda, a small amount of water, and brush.

Because OP has been lost for 10 years trying to fix the ELD on his civic, this guy finally gave him closure.
