ADDED: Guys get stainless steel hardware. The $hit I have now is going to rust eventually. I'll be replacing the hardware one day.
Here's what you are working with:
Here's part of the reason the bumper will not sit flush to the fender :
Here's what I used to make the fender flush:
(place extension on back side and gently hit extension through fender)
The fender ends up like this:
And the bumper goes back on like this:

no not that.. thats bumper to fender gap, I dont have any gap between that..
I have a gap between bumper and front HEADLIGHT .. but yeaa

the bumper looks good,
take your bumper off it could have been in a accident or something wasnt installed right ....check it out
