He's right though. Sight unseen, I would recommend suspension (just struts are going to do very little for you), but it all depends on what car you have, and what are your plans for it. More info, please. Thanks.

why not just do both, can you walk and chew banana at the same time? Go for the struts with some shocks, its a coin toss and heads won

A header for about $250 will net you 1-3whp..
A good set of shocks/springs for about $600 would be the most worthwhile modification to do to your car at this point.
BTW, performance racing ownz a stock civic. Those words don't even belong together in the same realm.
