Default head bolt problem...need advice please help

so I just put a z6 head on a y8 block and one of the head bolts won't tighten down. it's not catching at all. All the other head bolts are torque like the specs want. my question, what can i do about this? is there a sealent that I can put in there or anything like that or do i have to get a new block because of this? please let me know. thanks
