Default Having trouble starting my car. Please help

I have a 97 hatch with a jdm b16 swap. It is running a chipped p28. Since I bought the car, it has had a problem starting up. Once it starts up, it runs great. It really has trouble starting up the first time I crank it each day, and when it is cold outside.
Since the ecu is chipped, and I didnt put the chip in it, I decided to have the old chop taken out in favor of a new one. The old chip turned out to be a real piece of crap. I had a new chip put in that has a stock b16 base map on it. I thought that might have helped. Well, it didnt. The car is getting spark and fuel. It acts a lot like the old carbureted(sp) muscle cars that had a problem with the choke. I have looked in the manual for a cold start sensor, and found nothing. I did find a fast idle thermo. listed, but the manual says that sensor is only on auto cars.
I really need some help here. Thanks in advance for useful info.

Ok. so I put on the IAC from the b18b i have in my garage. It actually started up, but it still took a lot to get it to start. I know that the IAC for Integras and Civics look the same but have diff part numbers. Im guessing that the internal workings are a but different. Im at a loss as to why this car still wont start right. Once it starts, I still have a really high idle, around 1400-1500. I really need some help here guys.

Sometimes high idles can be due to bad map sensors. Have you checked the timing? Also, the fitv (fast idle thermo valve) is located on the bottom of the throttle body, it has three bolts and two coolant lines going to it. I think you have one, but cant remember because of the obd stuff. I know obd1's have them.

From what I read in the repair manual the manual trans cars dont have a FIT valve, only auto cars do. And the only thing I saw on the intake mani was the IAC.
The timing is fine. It was set by one of the mechanics at my old shop one day I ha the car in there.
Yes, it will fire up, it just takes a lot of cranks.
Im lost here. I have no more ideas.
