Hard to shift gears in heavy rain?

When driving my 1998 Civic EX sedan in heavy rain, it can be very difficult to shift, particularly from 3rd to 4th and from 4th to 5th.

The car is lowered and has a short shifter.

It only happens in heavy rain, when there's lots of water on the road. Perhaps the water is simply adding resistance to the shifter?

Has anyone else experienced this?

i can't see anything mechanically doing changing because of rain. Does it happen often or is it that it just happened and it was in the rain (single occurance)

This happened to me a couple times also. Only when it's down pouring out. My car is also lowered w/ a short shifter. It feels like my shifter is scraping against my exhaust pipe or cat. I have no idea why.

Same thing happens with me in hard rain. Also have a short shifter but I'm not lowered.
