Hard Cold Starts, maybe Cold Start Sensor/Temp sensor?

Default Hard Cold Starts, maybe Cold Start Sensor/Temp sensor?

My wife has a 96 Civic EX, completely stock and apparently she's been having cold weather start problems. I've searched the forum and seen somewhat similar issues saying maybe a Cold Start Sensor (if thats the right term, coolant temp sensor maybe?). You have to give the thing alot of gas when trying to start it. Today it was really cold, i put some heat in the tank and pushed it in the garage with the heater going, after a few hours i tried to start it and no dice. Eventually I got it to start pumping the gas alot, i had to get VIOLENT with it. It sputtered a bit a first, low idle and then started to level out. What do you guys think? If Cold Start Sensor, where is it located?
