yes you can fix them. there's a couple of ways to do so. the easiest way is to have a body shop cut out the rusted parts and weld on the new area.
the proper way to do so is to just replace the rear quarter panel.
don't use bondo and re-paint. the rust will return.

I had rust on my qp. I punched out the majority of the rust with a screwdriver and then sprayed the area with rust converter a bunch of times. Go over the area with bondo a paint, you'll be fine.

If you do a search on ebay, for civic rear fender or something like that you can find a set of them for around about $120 shipped, and most body shops run about $400 - $800 to cut out the old and weld in the new panels...that is what I have done for a couple people that I know that have had this problem

Rusty Civic quarter panels? $85.00 for rust repair panels (includes driver's side and passenger's side) manufatured in Denmark and shipped from Cleveland,Ohio via UPS. Actual shipping charges, not a flat charge where you usually get ripped off.

with a ? like that you don't. take it to a body shop and pay someone to do it they have to be cut out and welded back in. Here is a link to a guy that did a really good write up on it

What a salesmen! You just bought that whole part!? Hmm...I live in Wisconsin and part of my front bumper was rusting so I sanded it all away, bondoed, sanded, and then just put some black paint on it. Went through the whole winter and the bumper is still fine. My rust spot was a little smaller than that. I spent $25. If you got the money tho.....its all up to you man
