try to adjust your idle by lookin at the throttle bodie, there should be like a screw there to adjust... other then that check your thromostat

could it possibly be your FITW?
i know i swappen mine out, decided not to run cooling lines, and when its cold it idles around 22K as well........just throwing that out there
