since im still young and poor...i want something fast and cheap kinda... ( i know nothing is cheap ) but i want something to keep up wit all my other friends

Do whatever you can afford. Can you afford the $3000+ it takes to drop in a B series engine? A turbo will also set you back roughly $2000+ to get it installed properly, and you still not as fast as a B series swap. Unless you yank up the boost. Your $$$ your choice

i'm in the same boat as you. ls swap or ex turbo. i see almost stock ex motors with the greddy kit pulling 14s to 13.7s at like 7psi. thats something i could be happy with only problem is i dont know much about tuning it, so i cant decide.

Depends on which hatch he has. 6-7psi on some d-series (z6/y8) will easily beat a stock b-series. One inexpensive option would be to swap in a d16z6 or d16y8, then consider turbo from there. Still cheaper than a b-series swap with more power. It really depends on long term goals and how much money you want to sink into the project long term. I decided to turbo my d-series (y8). Gains just don't justify the cost of a swap for me, and a swap + turbo just aren't worth it to me.

could go teh cheap route and turbo your D series.
http://www.homemadeturbo.com. Lots of resource on junkyard builds.
Cost around 1g you could get a D16Z6/Y8 whatever year and put that in. totoal swap and boost bout 2gs and you have about 7-8psi.
