Yeah, 30 is about right, I assume ur talking about the 99/00 Si, not the '92-'95 Si.
The Z6 ('92-'95 Si) should be ~35-high 30's on the highway.
About 30-mid-low 30's for the 99/00 Si if you're not beating on it.
If you're constantly planting ur foot for every other car u see ur not gonna see near that b/c of the high RPM (due to the short transmission).
I'm actually surprised Honda didn't claim m ore than 31 on the highway...if that's who "they" is referring to, but yeah, it'll get that, as for speeds, 65-80 should be fine as long as ur not nailing it.
Also, remember for gas mileage around town / hills 'n ****. It's better to keep it in a lower gear and only use 10% throttle than to upshift and have to use 60% throttle at a lower RPM - this is usually very applicable for hilly/countryside areas.

highway consumption is tested in UN-ECE regulations...in EU it is EEC directives!
for EU EEC directives here is a link: http://ec.europa.eu/enterprise....html
if i'm not mistaken it's UN-ECE 101, look here: http://www.unece.org/trans/main/wp29/wp29regs.html

Or his o2 sensor might be giving impoper readings, or he drives in 5th going 35mph all the time thinking he's saving gas by being in 5th.

You must drive about 100 miles a week then.
I remember those days, flippin high school I only used to drive 50-100 miles a week, MAYBE.
