gas gauge reading incorrect?

gas gauge reading incorrect?
hello all, i have a 93 ex civic that when i bought it had a dx cluster in it. i found an ex cluster and put it in and everything works, just that the gas gauge only goes up to 3/4 full when the tank is completely full, it works fine but it wont go any higher. i touched my finger to it and it moves higher by hand but not by itself. any suggestions?

if the DX cluster works fine then it has to be the cluster.
You can pull off the needle, fill up the tank to max then slip the needle back on pointed to F. But if the gauge doesn't go full down you risk it stopping at 1/4...
forcing the needle past it's electrical stopping point doesn't really show anything. the needle will go past E and F if you push it with your finger.

i messed around with it today and it goes to full up and full down with my finger, and when i filled it up yesterday it went up to 3/4 full by itself then stopped. today i put it at empty with the cluster disconnected and then plugged it back in and it did not move anywhere, so i dont know what to do now
