It constantly changes as I'm driving. It will show almost full, than show almost half full. It can change its direction up to 35%, or just about. I'm not sure what to do first to try and resolves this problem.

I don't know about 35%, but honda's do that. Does it happen when you turn? When you make a turn the gas will move from one side to the other and it will cause your gauge to move up and down ever so slightly.
Just pay attention to your gauge when you are driving in a straight line. If it happens when you are in a straight line then I don't know. Hopefully someone can help you out.

If this variation occurs particularly when you make turns or go up or down hills, then most likely it is the fuel sender unit, located in the gas tank and wired to the gas gauge. Search the archives for more info. They are known for being not terribly accurate. It is best to use your trip odometer as a supplement for figuring out when to fill up. You can buy a new fuel sender unit for around $50. Or you can try a junkyard one. They are pretty easy to change out, once you figure out how the back seat comes off. I did this on my 93 Civic a few weeks ago.

Oh, ok. I've never heard of this occurring to Honda's, but it makes sense now. I'll be paying more attention to when the needle shifts up or down. Thanks a lot, I appreciate it.

On my 93 Civic DX (bought used this summer; I am second owner), the needle on the fuel gage wags a lot. On my 91 Civic LX (original owner), it is much more steady. Neither go down in very good proportion to what is in the fuel tank. But again, this is a very common complaint.

My 97 HX moves a little. I'm noticing it on the highway. I haven't noticed it when going around turns. I replaced the fuel filter [regular maintenance] and it still fluctuates.

yea on my em1 if i take a offramp turn right the fuel guage will drop 1/4 then when i straighten out it will go back up. normal honda problem haha u get used to it after awhile
