Fuel Pump help!!!!!!

Fuel Pump help!!!!!!
Have a 1995 Honda Del Sol that won't start and seems to be the fuel pump. Have no fuel at the filter and the pump doesn't seem to be doing anything. There is power coming back to the pump when turn the key on. Does the pump normally make some form of noise or vibration we can feel or hear to make sure it is working? Does anyone know where the fuel pump relay and fuse are located. Cannot seem to find them anywhere but don't think this is the problem since we have power at pump but just want to make sure. Pump wires gets 11.8 volt when first turn ignition on but when cranks drops down to 8.7 volts. Is this to low? Trying to save money of buying new pump so any help you can give would be great.

I dont know much on del sols but i know for a fact that when you turn your ignition on you should hear the pump start to prime. It seems like the relay should be under the hood on the drivers side panel tho, just a guess

thanks, I think it is the pump also but figured I would just hope for a cheaper part I don't know about. Any idea which relay is for the fuel pump.

it says main relay and it is not attached to the fuse block it is seperate from the rest. it is brown and black. turn your key to on and you should be able to hear it click on and off. when it clicks off it will be the same time when the cel goes off
p.s. this information is from a 93 delsol with the d15b7 so im not sure if it changed from that in 95

if your getting power to the pump, it's not the relay. If your pump isnt priming...it's your pump. change you pump if you need one I have an extra for free

thanks for the offer for the free pump but my friend needs the car to get to a from work which is 100 miles from house so he is going to buy one tomorrow. Thanks all for your help and advice.
