Default FUEL PUMP GOOD BUT... NO GAS TO FUEL INJECTOR

I have a 1995 honda civic dx with aprox 150000 miles and I'm not getting any fuel to the injector. I've replaced the pump and the line and I tried to put a multimeter to the connectors to the pump and got some voltage but it wasn't 12 volts. but there is no fuel being pump out. I've recently been told that there is some type of relay or sensor in the engine that actually turns the pump on. Any ideas.

main relay
its near the fuse box inside the car
search and you'll find TONS of posts on it.

not to mention.. pull your injectors out and clean them.. clean the screen also.. Start with main relay..
