Fuel pressure regulator bad or not?

Default Fuel pressure regulator bad or not?

Idles really low after I get it started by giving it gas. I unplug the vacuum from the fuel pressure regulator and it idles great. It's a 96 dx civic hatch. Any ideas?

I bought a B&M in line fuel pressure gauge that adapted right on top of my fuel filter for my 88HF 10 years ago. Still works, as far as I know. This will give you accurate fuel pressure readings while changing the rpm's.
